I generally don't read lousy quality scanlations, so that's not an issue for me, and I never support the industry, anyway. I haven't bought anime DVDs or manga in years, and if I didn't have scanlations, I'd probably go to the nearest large bookstore and just sit there and read them in the store instead. In short, I'm a cheapskate.
Well, that and if I lived in Japan, I'd simply watch the anime on TV for free. It's not like they're losing out on money because I watch fansubs; they weren't getting my money either way.

Ugh. Bad times for the Manga industry. First TokyoPop closes it's doors, and now DelRay is out of it as well.

Right then. DelRay closing means that there will be no more Negima manga. Which is just super, considering that they're in the middle of a major arc. Nice. Also means no more Negima! Neo for me.
Nakor will also be pleased to learn that this also means no more Fairy Tale or, shock and awe cause they haven't released an new volume in ages, Pumpkin Scissors. Worse yet. No more Sukuran!!! ;_;

Where'd you get this info from? I can't find anything saying they've shut down. I mean, technically the Del Rey Manga label is defunct, but it has been for a while since it was acquired by Kodansha's North American division in December.
Some of the titles are listed here and still show future publication dates on the Random House website (RH is remaining solely as the distributor for Kodansha Comics USA).
School Rumble and Pumpkin Scissors do appear to be done for though.

Now, if the manga publishers in Japan were going under, THEN I'd be worried. Hopefully they'll manage to boot the lunatic xenophobic mayor of Tokyo out of office before he does any more damage.

Ah, okay. I see. It's just that my pre-order from Amazon was still under the Del Rey publisher. Also in manga news lulz and pie, Tokyopop has announced that it's North American licenses will revert back to their original owners, so there's a chance of some series' being picked up again! ^_^

Anyone know any websites that give ratings on whether an anime is watchable dubbed? Alternatively, does anyone have an opinion on whether Metropolis is watchable dubbed?

I've never heard of such a website. Most anime fans are seriously biased one way or the other, and refuse to listen to the opposite, so an honest opinion might be difficult to come by sometimes lol. You can go somewhat by the company's record; for example, ADV typically did a good job (however, they are sadly no more), and when Disney does pick up the odd anime they always do a good job of dubbing (for example, all Hayao Miyazaki's works are very well done). Most dub efforts, however, range from poor to painful.
Metropolis I don't know myself, but a brief look on Wikipedia shows that it was picked up by Sony Pictures Entertainment, and the fact that it was not dubbed by a company that is anime focused is, ironically, probably a good sign. (I have no idea why, but most anime dubbers insist on finding the whiniest, most annoying voices ever, especially with kids.) That said, I don't really know any of the VAs, you're welcome to check out the list or to let your friend do so and see if either of you recognize any names that might give you a good idea how it is.

Actually, if you look at ANN's reviews of anime DVD releases, they give an opinion of how the dub on the disc is, if there is one. I've found that I sometimes disagree significantly with their reviewers' opinions on shows, but not because they're morons or anything. I just don't happen to agree with their tastes. They do generally offer valid explanations for why they think each aspect of a show is good or bad, and that includes the dub quality.
As for Metropolis, I could swear I saw it in English on TV or something, but it's been so long that I can't remember a damn thing about it (assuming I ever really watched it at all).
