1) Thou shalt wish only once per day. A day shall mean the period between 12:00AM and 11:59PM in Central Daylight Time (GMT - 5).
2) Thou shalt not wish again until thy previous wish is granted, even if a new day has dawned on our grand fortress.
3) If thy wish be of the nature that would be of direct offense or harm to myself, or that would prevent the granting of further wishes, or that would make Da Queen ban people, I may be disinclined to grant it.
While I reserve the right granted to myself by rule 3, I shall prefer to grant all wishes without invoking said right.

I'd leave it up to Random Janitor #42 and the Neighborhood Albino Squirrel Horde to decide what the holiday actually involves, as long as it gets made official.

The Albino Squirrel Horde has agreed to help with tracking you down with their powerful sense of smell (developed from having to actually track things around Lady H's potent stench). I'm not too cruel though -- seppuku is permitted.
